For each of the considered targets the MI in EMS- 98, assigned by a pool of experts, is also available (referred to as assigned ). The proposed procedure is based on a multi-stage Bayesian updating (see, e.g., Gelman et al. , 2013). At each stage the expected discrete probability distribution for the MI is evaluated, using the Bayes rule to integrate different types of available information. A suitable posterior distribution of MI represents the output of each stage, and is used in turn as prior in the subsequent stage. The initial prior distribution for the intensity can be defined for each individual target locations, or for the entire area.
